Telegram fixes

Fixes:

• The Telegram bot stopped replying. Messages sent to it went nowhere for several hours — they were being delivered to the wrong place. Anything you sent during that window was queued and has since been answered.
• Sending the bot an image as a file was refused. Telegram sends images as files rather than photos when you drag them in from a desktop, so this affected the most common way of getting a picture to Lucy. Files now work, and they are the better input — they skip Telegram's compression, which matters when the image is a reference for a character who has to look the same in every shot.
